  1. COUNTY DIRECTOR OF PHYSICAL PLANNING Job Group ‘R’(1) Post

Requirements for appointment to this position:

  • Be a Kenyan citizen;
  • Possess a Masters Degree in Urban and/or Regional Planning from a recognized University;
  • be a Registered Physical Planner of five or more years with the Physical Planners
  • Registration Board or relevant professional body
  • Must have worked as a planner in a public office for a minimum of Ten (10) years;
  • Have demonstrated professional competence, administrative ability, integrity and result oriented;
  • Meet the requirements of Chapter Six of the Constitution of Kenya; and
  • Attended and successfully completed the Strategic Leadership Development Programme
  • Certificate in computer applications skills from a recognized institution
  • Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities:

  • Interpretation and Implementation of the Physical Planning Act (Cap 286), and any other law(s) that may be enacted to guide the physical planning functions.
  • Provision of advice to the national and county government on spatial planning matters.
  • Coordination and Preparing physical development plans, undertaking feasibility
  • studies on Physical, Social, Economic and Environmental characteristics
  • Coordination and Preparing county spatial plan including Towns/local centers development plans, Special areas plans, Subject/ thematic plans
  • Coordination Vetting and verification of building plans, regulation of the use of land, execution of development control and preservation orders.
  • Provision of advise on matters concerning land alienation to the National Land Commission and County governments and appropriate use of land such as change of user, extension of user, extension of lease, subdivision of land, amalgamation of land, and processing of environmental impact assessment
  • Management of the planning function including maintenance of physical planning records and data bank, Formulate county physical planning laws, Preparation of annual reports on the state of county physical planning, Conduct research on physical planning matters, Implementation of physical planning standards, Custodian of all plans
  • Resolving conflicts arising from physical planning processes
  • Initiating and undertaking research on urbanization strategies and policies
  • Collaborating with local, regional, international stakeholders and National Land Commission and County Governments on matters related to crossborder physical planning.

  1. CHIEF VALUER Job Group ‘M’ – (1) Post

Requirements for Appointment

  • Be a Kenyan Citizen
  • Possess a Bachelor’s degree in Land Economics or Real Estate from a recognized institution of learning or any other related field
  • Must be a full member, Registered and Licensed Valuer with valid up-todate certificates from the ISK and VRB.
  • Served as a Valuer for at least five (3) years and demonstrated professional competence, ability, integrity and result oriented;
  • Have skills in computer literacy with proficiency in supportive application including Microsoft from recognized institution.
  • Demonstrate problem solving skills, team player and with exemplary leadership qualities, interpersonal, communication and collaboration skills.
  • Demonstrated merit and ability as reflected in work performance and results.

 Duties responsibilities

  • Receive valuation requisitions and undertake: valuation of ground rents and stand premium payable for new land allocations
  • Valuation of private land for purchase or related transactions;
  • Management of all landed property belonging to the county including leases and lease renewals;
  • Valuation for stamp-duty payable on land transactions;
  • Review enhanced rents for development applications on land;
  • Undertake valuations for compulsory acquisition and easements;
  • Undertake valuations for taxation and establish valuation rolls for ratable property
  • Preparing routine reports on valuation and property management matters;
  • Handle enquiries from the public on land valuation and taxation matter.
  • Any other relevant duties as may be assigned Shall head the housing department and be responsible to the Assistant Director, Lands.

Responsibilities and Duties

  • Formulate county and urban land surveying and mapping policies, guidelines, standards and strategies;
  • Implement survey standards for the determination of the geospatial extent of areas of land registration system;
  • Carry out land use and suitability mapping
  • Implement standards for the structure, storage, and provision of county geospatial data;
  • Advise the County government, departments and agencies on all matters relating to land surveying and mapping;
  • Implement standards for hydrographic data
  • Validate topographical data;
  • Perform any other functions as may be assigned;
  1. BUILDING INSPECTOR – Job Group ‘H’ – 5 Posts

The building inspectors will work under the supervision the Chief Building inspector performing technical duties in enforcing construction codes to insure public safety and health.

For appointment to this post, a candidate must meet the following:

Qualifications

  • Be a Kenyan citizen;
  • Have a from a recognized institution; a Diploma from a recognized institution OR equivalent;
  • Have 3 years working experience in a construction related field OR worked as clerk of works.
  • Have demonstrated professional competence, integrity and result oriented;
  • Meet the requirements of Chapter Six of the Constitution of Kenya; and
  • Certificate in computer applications skills from a recognized institution
  • Demonstrated merit and ability as reflected in work performance and results.

 Functions

  • construction work for which a building permit is required
  • Inspects new buildings, additions to and alterations of existing buildings for compliance
  • Reads and interprets adopted codes, technical manuals, drawings, instructions, specifications as related to construction projects.
  • Works with the public to answer basic development application Queries.
  • Schedule inspections and updates results of inspections performed
  • Writing of inspections reports
  • Reviews very basic plans for compliance.
  • Evaluates existing buildings and complains
  • Studies technical literature, be updated on applicable codes and any changes.
  • Monitor construction sites periodically to ensure overall compliance
  • Issue violation notices and stop-work orders until building is compliant
  • Keep daily logs, including photographs taken during inspection
  • Providing efficient customer service.
  • Able to organize and prioritize work.

 The ideal candidate must meet the following criteria:

Qualifications

  • Be a Kenyan citizen;
  • Have a Bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;
  • Have a certificate in computer application skills from a recognized institution including knowledge of GIS.
  • Must have worked as a planner for a minimum of Two (2) years;
  • Have demonstrated professional competence, ability, integrity and result oriented;
  • Meet the requirements of Chapter Six of the Constitution of Kenya; and
  • Any other relevant duties as may be assigned to him/her by the Chief Officer.
